Create a New Election
Web Page Election (We collect the votes.)
We will add this feature in the future. For now, election coordinators must collect all of the votes
themselves (using paper ballots, email, or whatever they like) and then follow the instructions at "Home -> Create a New Election -> Spreadsheet Election."
